扶養幼兒 扣抵額擬增50%

大法官會議近年頻頻就不合理稅法做出違憲解釋，立法委員因此要求財政部檢討所得稅並提出促進公平課稅修法案，包括比照70歲以上直系親屬，提供扶養5歲以下幼兒者，可增扣每人50%免稅額等三大減稅利益。

立法委員李應元等23位委員提案聯署的所得稅法修正案，已是立法院新會期財政委員會的候審法案之一。財政部對此表示，政府財政困難，減稅措施必須考量國庫承擔能力，若無相對財源，減稅案宜緩不宜急。

102年度個人免稅額每人8.5萬元，年滿70歲以上者為12.75 萬元。扶養5歲以下幼兒若比照70歲以上者，每人增扣50%免稅額後，幼兒免稅額將從8.5萬元提高至12.75萬元。

根據估計，每扶養一名5歲以下幼兒的家庭，一年可增扣的免稅額為4.25萬元，減稅利益少則2,125元、多則可達1.7萬元，至少30萬個以上家庭受惠。據立委提案，納稅人本人與配偶就讀大專院校的教育學費，也准予比照子女，每人扣除2.5萬元。
