以毒控制學生販毒 藥頭落網

〔自由時報記者劉慶侯／台北報導〕22歲男子邱敬桓以「天道盟太陽會前洋會」會長自居，涉嫌以K他命為誘餌，吸引在學國、高中生及中輟生加入幫派，從事販毒、幫派鬥毆、霸凌；案經台北市刑警大隊偵五隊蒐證，將邱嫌等9人拘提到案送辦。

警方表示，綽號「小屁」的邱嫌，原在台北市士林地區一帶廝混，多年前當兵時，假裝有重度憂鬱症，僅1個月就獲得驗退，讓他得以回到老地盤拓展勢力。

邱嫌為吸納未成年人入夥，自任「天道盟太陽會前洋會長」，選定北市北區各國中、高中學校為目標，先提供毒品讓學生施用，待對方上癮或積欠債款時，再控制、利誘在校園內販毒牟利。

邱嫌為壯大聲勢，指示手下成員在校園內霸凌其他學生，也在校外進行討債、鬥毆等幫派活動，每件暴力案件皆事先規劃、動員、集合、執行及事後報告等具組織性活動。
