軍人留營記過

一.營內涉嫌"偷竊or侵占"審理中。
二.上述案件未審判前先遭行政處分,記過一次"拿取他人手機,涉嫌違法"。
三.留營申請因單位任務特性提前於於今年一月底由單位提出申請,今年六月初告知保防安檢未通過不准留營
四.當時留營申請符合資格,未被記過,過係3月記的。

依上述二.是否未審先判,可以這樣嗎?
依上述三.留營申請多久需回覆,單位之上一級單位是否延誤申報(公文延誤)
依上述四.於留營申請後,所犯之過錯,是否納入該次留營申請考核
